 Two shires from Western Australia’s Mid-West have accessed Commonwealth and State Government funding for temporary accommodation for workers to support the region’s long-term recovery from Tropical Cyclone Seroja.

 Almost $400,000 has been allocated from the Temporary Accommodation for Workers program, which is part of the jointly funded Commonwealth-State Disaster Recovery Funding Arrangements (DRFA) program, to deliver fully equipped caravans to the shires of Mingenew and Perenjori.

The Temporary Accommodation for Workers program will enable workers to reside in the region and repair properties damaged by the category three cyclone in April 2021.

The shires of Northampton and Morawa can also utilise the accommodation, for example, when existing local accommodation becomes unavailable during peak tourism seasons.

Minister for Emergency Management and National Recovery and Resilience, Senator the Hon Bridget McKenzie said the innovative recovery assistance program was a great example of local government leading community recovery with Commonwealth and State support.

We continue to stand shoulder to shoulder with the communities impacted by the devastating effects of Tropical Cyclone Seroja. This program aims to support local governments with the rebuilding process and it will enable their communities to move forward on their recovery journey,” Minister McKenzie said.

“Temporary accommodation will be available for builders, tradespeople and workers from industries that are critical in helping impacted communities to get back on their feet and recover from this disaster,” Minister McKenzie said.

Western Australian Minister for Emergency Services, the Hon Stephen Dawson MLC said the strength shown by the Mid-West, Wheatbelt and Gascoyne communities in the past 12 months as they continued to rebuild their lives had been humbling and inspiring.

“Importantly, the State and Commonwealth Governments have been there from the beginning of this emergency to support the recovery of the communities impacted by Cyclone Seroja and this program directly responds to local government needs,” Minister Dawson said.

“The State Government has been working closing with the impacted local governments to determine demand and consider various options for temporary accommodation.

“The Temporary Accommodation for Workers Program will increase the availability of accommodation for non-regional based builders and labourers so they can stay in the region while undertaking rebuilding activities.

“We’ll continue to work with the affected communities to find innovative solutions and ensure that people recover from this devastating cyclone.”

Durack Shires To Benefit from Another Cash Boost

Durack Shires will share in the Morrison Government’s $2.1 billion pre-payment on next year’s Financial Assistance Grant to all local governments across Australia.

Federal Member for Durack, the Hon. Melissa Price said this early payment will give every council in Durack access to funds to help manage the cumulative impacts and recovery from two years of COVID-19.

“The funding will target councils’ top priorities and will ensure the needs of our local communities are met with early payment of 75% of councils’ allocation for next year’s Financial Assistance Grant 2022-23. These grants are untied, allowing councils to spend the grants according to local priorities,“ Ms Price said.

“Following the vote of confidence in Australia’s regions by the Morrison Government’s

Budget 22-23, this will provide a vital boost for our local communities, backing local jobs and economic growth while delivering lasting upgrades that will benefit residents for years to come,” Ms Price said.

“I work closely with the 41 hardworking shires in Durack, and I know this extra finance will assist many projects that are either partially funded or will be able to get started. Having met regularly with my new shires in Durack to determine their needs since the Durack boundary changes last August I know , for example, that the Chittering Shire will be able to put to good use their $1.2 million and the Shire of Northam who will receive $2.5 million,” she said.

Councils are expected to receive this payment before the end of April.

More Industry and Economic Diversification for the Mid West

A new rare earths refinery will be built at Iluka Resources Eneabba mine, with construction scheduled to start this year.

The Federal Member for Durack, the Hon. Melissa Price says this is a very significant development to supply the world from the Mid West, with critical rare earth oxide products.

”I welcome the Morrison Government’s support of more regional mineral projects being developed in Durack with today’s approval of a $1.25 billion loan through the Critical Minerals Facility, to develop Australia’s first integrated rare earths refinery in Western Australia,” she said.

“The project further supporters my committed advocacy around the Cabinet table to increase the diversity of the Mid West economy and employment opportunities, while further enhancing the investment emphasis regional Australia received in last week’s budget,” she said.

The refinery will produce separated rare earth oxide products (Praseodymium, Dysprosium, Neodymium and Terbium), which are used in permanent magnets in a wide range of technologies, including electric vehicles, clean energy generation and defence.

The Eneabba Refinery Project strongly aligns with the objectives of the Government’s Critical Minerals Strategy. It will capture more value on-shore from our critical minerals, strengthen Australia’s position as a trusted supplier of critical minerals, and create regional jobs crucial for the new energy economy with first production scheduled in 2025.

This loan will be administered by Export Finance Australia and is the third project under the Government’s Critical Minerals Facility to be announced.

Our Plan for A Stronger Durack Future

The Morrison Government’s plan for a stronger future provides cost of living relief, creates more jobs, guarantees the essential services and keeps Australians safe.

Federal Member for Durack, the Hon. Melissa Price said Australia’s economic recovery is leading the world.

“More Australians are in work than ever before and the unemployment rate is now forecast to reach 3¾ per cent in 2022, the lowest rate in close to 50 years. Along with that reflection of our strong economy, the Morrison Government is also providing cost of living relief that’s temporary, targeted and responsible,” Ms Price said.

·  One-off Cost of Living Tax Offset - From 1 July this year, more than 10 million individuals will receive a one-off $420 cost of living tax offset. As a result, eligible low- and middle-income earners will be up to $1,500 better off for a single income household, or $3,000 better off for dual income household.   

· One-off Cost of Living Payment - To help Australians most in need the Government is providing a one-off, income-tax-exempt payment of $250 to 6 million eligible pensioners, welfare recipients, veterans and eligible concession card holders in April 2022. 

· Temporary fuel excise relief - The Government will reduce fuel excise by 50 per cent for 6 months. This will see excise on petrol and diesel cut from 44.2 cents per litre to 22.1 cents per litre. The reduction in excise will flow through to lower petrol prices over the next two weeks.

The Morrison Government is investing an unprecedented $37.9 billion in regional Australia and priority infrastructure across the nation to create jobs and unlock the economic potential in our regions, with a vote of confidence in Durack with record support of projects including;

·       More than a billion dollars of future funding investments into the Pilbara

·       $400 million in additional funding to completely seal the Tanami Road to the Western Australian border

·       $140 million regional road safety upgrades 

·       Newman to Port Hedland upgrade of Great Northern Highway investment of $40 million to build overtaking lanes.

·       $22.4 commitment to get the Mid West Secondary Freight Network roads project started 

·       $8 million to assist the upgrade of the York light industrial area.   

The Budget continues the Morrison Government’s broad support for business with a record high of 220,000 in trade apprenticeships.

“We already have 5,520 apprentices in Durack and new measures in the Budget will lead to more opportunities for apprentices and trainees with expanded wage subsidies. As well, small businesses will also have access to a new 20 per cent bonus deduction for training and upskilling employees. Around 3,600 businesses in Durack will be able to access this bonus,” Ms Price said.

“Importantly, other areas that have received extra funding include the popular Indigenous Ranger’s program with a funding injection increasing the number of rangers by 1000 positions, mental health support across regional, rural and remote services including headspace and 24,000 Durack premises, from Bindoon to Northam to Moonyoonooka in the Midwest with an NBN upgrade.” Ms Price said.

“Overall, I believe the Budget delivers the next stage of the Government’s plan to build a strong economy and a stronger future for all in Durack.” Ms Price said.

East Kimberley Designated Area Migration Agreement, advancing North-West Australia

With over 100 occupations available under the newly signed East Kimberley Designated Area Migration Agreement (DAMA), the region is well positioned to harness opportunities for continued economic expansion.

Minister for Immigration, Citizenship, Migrant Services and Multicultural Affairs Alex Hawke said attracting workers to relocate to regional areas is a priority for the Australian Government.

“The provisions afforded under the DAMA, including permanent residency pathways, provide a significant incentive for overseas skilled workers to consider making the East Kimberley region home,” Minister Hawke said.

“While the first priority is always to fill labour shortages from the domestic workforce, the DAMA will seek to lessen the chronic workforce shortage in current and expanding industries in the East Kimberley region.”

While mining industry continues to generate the largest economic output in East Kimberley, it is the health care and social assistance industry which is the largest employment sector in the East Kimberley.

The expansion of the Ord project is a significant investment in and expansion of the Ord River Irrigated Area and provides potential for growth in both the agricultural and tourism sectors, warranting a larger workforce in the region.

Federal Member for Durack the Hon Melissa Price MP said the DAMA provides a strong framework to support rural and regional businesses to fill critical skill shortages.

“The East Kimberley DAMA includes a large number of occupations which are not available under the standard visa programs,” Minister Price said.

“I very much appreciate that the East Kimberley has done it tough during COVID-19 and I have worked hard to secure the DAMA to support local business.” 

“There has been a push for economic diversification in the East Kimberley region with industries such as forestry, aquaculture, administration and support services, tourism and aviation gaining momentum.”

“This expansion of industries is reflected in the wide range of occupations covered by the East Kimberley DAMA.”

The Agreement also seeks to attract workers in service industries to ensure there is sufficient capacity in areas such as health, childcare and aged care to support the population growth in the region.

The signing of the East Kimberley DAMA is one of several now established between regional Western Australian area representatives and the Australian Government.

East Kimberley Chamber of Commerce and Industry (EKCCI) is the Designated Area Representative.  EKCCI will administer the process of accessing the East Kimberley DAMA which will open to businesses operating in the Local Government Area of the Shire of Wyndham East Kimberley.  Local business can apply individually to access the DAMA from April 2022.

EKCCI President Amanda McLean said the DAMA would be an important mechanism to address ongoing skills shortages in the East Kimberley region.

“Our business community has suffered through years of severe labour shortages which has had an ongoing impact on many businesses ability to operate.  We are very pleased to see a five year DAMA come into effect and we look forward to working with the Federal Government and welcoming many skilled migrants to our beautiful region,” Ms McLean said.

Shire of Wyndham East Kimberley President David Menzel said the DAMA in the East Kimberley will provide businesses with another pathway to attract and retain skilled workers, and it will also provide security to migrants that have already chosen to call the East Kimberley their home.

“These workers will benefit from the various concessions and flexibility a DAMA offers and give them the confidence to put down roots and settle in our region in a long-term capacity” said Mr Menzel.

The city of Karratha and town of Port Hedland are the latest areas to benefit from the introduction of a Designated Area Migration Agreement (DAMA) with the signing of the new Pilbara DAMA.

The Pilbara region is renowned as a ‘mining powerhouse’ accounting for more than 70 percent of Western Australia’s mineral and energy production. Pilbara’s iron ore and liquefied natural gas industries are valued at over $70 billion, making the region a major contributor to the nation’s wealth.

Minister for Immigration, Citizenship, Migrant Services and Multicultural Affairs Alex Hawke said with a large number of workers being fly-in-fly-out employees, the region is in the unique situation of not being able to fill all available job vacancies with local residents.

“The establishment of the Pilbara DAMA will play a significant part in building the region, drawing highly skilled workers to reside locally and support diversification of the local economy by providing opportunities for critical support services for the region,” Minister Hawke said.  

“The Pilbara region has $170 billion worth of investment proposed in the resource industry in the near future, according to the Pilbara Development Commission. This investment will create more employment opportunities that need to be filled by skilled workers.

“In addition, a major influx of service workers in aged and health care, education and transportation will be required to support the expanding population and maintain a high level of liveability in the region.”

The Pilbara DAMA covers 66 occupations which include trades and machinery operation, engineers and trades to support the current resource industries, as well as key service occupations including aged and child care and health services to support the increasing population in the region.

Federal Member for Durack the Hon Melissa Price MP said the Pilbara region has an abundance of employment opportunities on offer and a lifestyle not available anywhere else.

“I have fought hard for this Pilbara DAMA as it will be particularly helpful to drive the growth of small and medium sized enterprises (SMEs) in the Pilbara who have struggled to grow due to a lack of staff.  This DAMA demonstrates the Government’s ongoing commitment to supporting communities and local businesses in regional Australia,” Minister Price said.

“The significant concessions and permanent residence pathways afforded via the Pilbara DAMA provide added incentives for skilled workers to seriously consider relocation to the region.”

The signing of the Pilbara DAMA is one of several now established between West Australian regional representative bodies and the Australian Government.

Regional Development Australia (RDA) Pilbara is the Designated Area Representative.  RDA Pilbara will administer the process of accessing the Pilbara DAMA which will open to businesses operating in the Local Government Areas of the City of Karratha and town of Port Hedland.  Local business can apply individually to access the DAMA from May 2022.

City of Karratha Mayor Peter Long said attracting and retaining staff is a critical issue facing the business community.

“The Pilbara DAMA is a key part of the City’s efforts to support local businesses navigate staff shortages and fill gaps in the labour market so that they remain productive and sustainable into the future” said Mr Long.

Chief Executive Officer for Town of Port Hedland Carl Askew said that speaking with local businesses, it’s clear that labour shortages continue to be a challenge impacting operations and growth.

“The Pilbara DAMA will enable Hedland based businesses to recruit skilled and semi-skilled overseas workers in certain occupations to meet demand.

This DAMA is the beginning of a unique partnership opportunity to work collaboratively across different levels of government to bring benefit to our business community” said Mr Askew.

The Port Hedland Chamber of Commerce and Karratha & Districts Chamber of Commerce and Industry welcomed the introduction of the DAMA.

Durack gets major funding boost for NBN fixed wireless services

The electorate of Durack will have access to a significantly more capable NBN network following a $480 million investment by the Morrison Government in the 2022-23 Federal Budget.

 Federal Member for Durack, the Hon. Melissa Price said this is a significant and very welcome investment.

“Improving technological services for Durack business and residents has always one of my priorities so I am pleased to see that 24, 000 Durack premises, from Bindoon to Northam to Moonyoonooka in the Midwest are included in this expansion of NBN services,” Ms Price said.

“I am expecting the investment in NBN Co’s non‑commercial fixed wireless network will significantly improve the quality of services being provided over the NBN fixed wireless and satellite networks. By using the latest 4G and 5G wireless technology, this upgrade will extend the coverage range from a tower, and allow higher speed services to everyone served by the tower,” Ms Price said

This upgrade also means big benefits for NBN satellite users because some existing NBN satellite customers will move to fixed wireless, this will free up capacity on the satellite network.

Nationally, the upgrade will expand the fixed wireless footprint coverage by up to 50 per cent, enabling 120,000 additional premises to access fixed wireless services instead of Sky Muster satellite services.

The increased services also means much higher actual speeds during the “network busy hour” – the time of day when the network is most heavily used, typically around 8:00 pm at night. The network design metric for the busy hour today is 6 Mbps, this will rise sharply following the upgrade, to 50 Mbps. This means customers will benefit even if they do not order a higher speed plan, as they will experience a sharp increase in the actual speed of their current plan.

Federal Budget Delivering Better Infrastructure for Durack

The Morrison Government is continuing to drive the growth of Durack, providing more funding through the 2022-23 Budget for infrastructure projects that will create jobs, benefit locals, and drive economic growth.

Federal Member for Durack, the Hon. Melissa Price said these projects will make roads safer, reduce travel times and boost the economy.

“The Federal Government’s record infrastructure investment pipeline continues to deliver better outcomes for the people of Durack. Investing in infrastructure upgrades ensures we are planning for a better future, giving locals the roads and services they need and deserve,” Ms Price said.

Key local projects funded through the Budget include:

  • $40m Newman to Katherine Corridor Upgrade (WA) - Great Northern Highway Upgrade - Newman to Port Hedland Overtaking Lanes.

    Roads of Strategic Importance (ROSI) program.

  • $140m Regional Road Safety Upgrades. Targeted regional road upgrades across Western Australia to ensure roads meet current road safety standards. The upgrades will include shoulder sealing, widening road mediums and the installation of audible edge lines.

    Infrastructure Investment Program.

“The Morrison Government will continue to invest in the projects that keep commuters and freight moving, create jobs, and make our nation and economy stronger, as well as boosting regional employment. The Great Northern Highway project is expected to support 90 direct and indirect jobs,” Ms Price said.

The 2022-23 Morrison Budget builds on the substantial investment our government has already made in Durack including a share of the pandemic recovery $2.5 billion Local Road and Community Infrastructure (LRCI) fund with the additional $1 billion third phase currently being delivered to all local governments.

Aussie rock lobster exports get a boost

  • Geraldton Fishermen’s Co-operative Limited (GFC) awarded $1,926,000 Agricultural Trade and Market Access Cooperation (ATMAC) grant.

  • Funding to explore new international markets for lobster exports.

A $1,926,000 Australian Government grant to Geraldton Fishermen’s Co-operative Limited (GFC) will diversify the product range to expand into new international markets for Australian lobster exports.

Minister for Agriculture and Northern Australia David Littleproud said the funding would expand export market opportunities in Asia, Europe and the Americas supporting the many family-owned fishing businesses that make up the GFC and the lobster industry.

“Australian seafood is among the best in the world, and this grant will help to sell that message internationally and provide those markets with new and diverse products,” Minister Littleproud said.

“Producers now have access to Mexico for frozen Eastern Rock, Western Rock, Tropical Rock, Southern Rock and Slipper lobsters which provides our industry with further diversification opportunities.

“GFC estimates that the ATMAC grant will increase their customer base by around 20 per cent over 18 months from completion of the project, with high quality lobster exports expected to make their way to Japan, Taiwan, Hong Kong, Malaysia, Indonesia, Vietnam, Singapore, Dubai, France, Spain, Italy the USA and the new markets of South Korea and Mexico.

“The enhancement and modernisation of rock lobster processing facilities will increase domestic processing capacity and lead to a surge of value-added exports to high value markets.

“Increased sales of high-quality lobster products will boost profitability, benefiting those employed right along the supply chain, and future proofing the industry.”

Minister for Science and Technology and Federal Member for Durack Melissa Price said this grant further supports an important Midwest industry.

“The local industry has taken a whack from events like supply chain restrictions and the impact of COVID‑19 in the past two years,” Minister Price said.

Assistant Minister for Forestry and Fisheries Jonno Duniam said the grant will provide more opportunities for the Australian rock lobster industry.

“Australia is the third largest producer of wild-caught lobster in the world, so improving market access for our seafood exporters, including access to new markets is a priority for our government,” Assistant Minister Duniam said.

“That is why we have invested in supporting the industry through the Agribusiness Expansion Initiative and the Agricultural Trade and Market Access Cooperation programs.

“Not only does this grant provide diversification for GFC, but it also helps protect its partner co‑operatives in South Australia and Tasmania from future market shocks.”

CEO of GFC Matt Rutter said the grant means that lobster products can be more tailored to meet specific market specifications and consumer demand.

“The grant will see us producing a more diversified range of products for an increasingly dynamic global market,” Mr Rutter said.

Work on eleven key Durack highway truck rest areas is underway through the Morrison Government’s Freight Vehicle Productivity Improvements Program to improve heavy vehicle assembly and rest areas.

Major Boost to Create Safer Durack Communities

The Morrison Government is delivering an extra $4 million to Durack communities under Round Six of the highly successful Safer Communities Fund to improve community safety and help divert at-risk youth from a life of crime.

The increase means that 4 community-led projects in Durack will be supported to work with local high-risk young people to discourage anti-social behaviour and break the cycle of repeat offending,

Federal Member for Durack, the Hon. Melissa Price said the additional funding was in response to overwhelming demand from the community.

“This funding will support Durack organisations, with demonstrated experience in helping

marginalised youth, to build resilience, strengthen community connections and job readiness skills. We know that some young people engage in activities or have negative experiences that leave them at risk of joining gangs, committing serious crimes and disengaging from the wider community.” she said.

 “This is a serious commitment by the Morrison government that will deliver real and practical benefits.  We know that crime prevention is an effective way we can support the work of our law enforcement agencies to keep Australians safe,” Ms Price said.

A Durack Celebration for the Queen's Jubilee

The Morrison Government will mark the Jubilee of Her Majesty, Queen Elizabeth II and her 70 years of service to Australia and the Commonwealth with grants to plant trees in her honour.

During this time, The Queen has visited Australia on 16 occasions, and on many of these visits has planted trees at community events and ceremonies—leaving a long-lasting reminder of the special occasion for the people in those communities. In fact, The Queen is said to have planted 1500 trees throughout Her reign.

Federal Member for Durack, the Hon. Melissa Price welcomed the opportunity for local community groups to play a part in the celebrations.

“For a lasting tribute to her Majesty’s service while enhancing local Durack communities, grants from $2,500 to $20,000 will be available to a broad range of organisations with each federal electorate eligible to receive up to $100,000 for up to 10 projects,” she said.

The Planting Trees for The Queen’s Jubilee Program is one of a range of national and community events planned by the Morrison Government to celebrate The Queen’s Jubilee year.

Durack benefits from new reinsurance pool

The Morrison Government has finalised the design of the reinsurance pool for cyclone and related flood damage, following consultation on the draft legislation.

The reinsurance pool will be backed by a $10 billion annually reinstated Commonwealth guarantee and be administered by the Australian Reinsurance Pool Corporation from 1 July 2022.

Federal Member for Durack, the Hon. Melissa Price says after a long consultation process and hard work to get the right model, I very much welcome the Morrison Government’s plan to introduce legislation for the reinsurance pool this week in parliament.

“Given the crippling insurance premiums experienced by many in the north west I have pushed hard and consulted widely with my parliamentary colleagues to make this a reality. The pool is on track for the scheduled 1 July start date which is very important for Durack residents and business. Residential, strata and small business property insurance policies in northern Australia are expected to be eligible to be covered by the reinsurance pool for the risk of cyclone and related flood damage,” Ms Price said.

The pool is expected to reduce insurance premiums by up to $2.9 billion for insurance policies over 10 years. Homeowners in northern Australia with the most acute cost pressures are expected to benefit from up to 46 percent premium discounts, strata properties up to a 58 percent discount and SMEs up to a 34 percent discount.

“The establishment of a reinsurance pool has always been important in Durack to deliver on the Government’s commitment to maximising northern Australia’s potential and to ensure Australians in cyclone-prone areas have access to affordable insurance,” she said.

“By reducing the cost of insurance for households, strata and small businesses, we are taking another step towards delivering our vision of improving the resilience, liveability and prosperity of northern Australia,” she said.

Treasurer Josh Frydenberg said that the Government was committed to the benefits flowing through to policyholders and has directed the Australian Competition and Consumer Commission (ACCC) to undertake price monitoring to ensure benefits of the pool are being passed onto policyholders.

The Australian Government’s Northern Australia Infrastructure Facility (NAIF) has committed $255 million for critical infrastructure supporting the Perdaman Urea Project in Western Australia.

The $4.3 billion project located 20 kilometres north-west of Karratha will convert Australian gas into approximately two million tonnes of urea per year.

Minister for Agriculture and Northern Australia, David Littleproud MP said the NAIF commitment will help kickstart this new multi-billion-dollar industry.

“Australia currently imports around 2.4 million tonnes a year of urea for agricultural use, and the Perdaman project will have the capacity to meet 96 per cent of that volume,” Minister Littleproud said.

“The NAIF’s investment will provide farmers’ access to locally manufactured fertiliser, securing our agricultural production and boosting our exports.”

Minister for Defence Industry, Minister for Science and Technology, Melissa Price MP said the Perdaman plant is expected to provide an $8.5 billion public benefit to Northern Australia.

 “This investment is great news for Karratha, Dampier and the broader region, this project will support a peak of 2,490 construction and operations jobs over its 40-year life,” Ms Price said.

Special Envoy for Northern Australia, Senator Susan McDonald said the NAIF has now made financing commitments of close to $3.2 billion to projects across Northern Australia, with around $1.3 billion of that for Western Australian projects.

 “Our investment in Western Australian infrastructure projects is expected to inject $12.9 billion into the economy and create more than 4,380 jobs,” Senator McDonald said.

NAIF Acting CEO Amanda Copping said the NAIF is committed to supporting projects that bring economic growth to northern Australia.

“We are pleased that our latest two loans will support the diversification of the Pilbara economy by supporting significant domestic manufacturing and creating thousands of regional jobs,” Ms Copping said.

The NAIF commitment is being delivered through two separate loans:     

$160 million to the Pilbara Ports Authority for a new multi-user wharf and facilities at the Port of Dampier to facilitate exports, and

$95 million to the Western Australia Water Corporation for the expansion of the Burrup seawater supply and brine disposal scheme that will also service the operation of Perdaman Urea Plant.

The Perdaman Urea Plant is considered transformational for Western Australia, having been awarded Major Project Status by both the Australian and Western Australian governments.

The Coalition Government is investing $140 million through the Northern Australia Infrastructure Facility (NAIF) for the construction of the revolutionary Hastings Yangibana rare earth project in Western Australia.

The construction of the Hastings project will create up to 750 jobs, more than $1.25 billion in public benefit and support Australia’s growing critical minerals sector.

Minister for Agriculture and Northern Australia, David Littleproud said this is an example of the Australian Government supporting businesses to make sure important local projects are brought to reality.

 “‘This project will help meet the growing global demand for critical minerals, supporting Australia’s position as a world-leading producer’,” Minister Littleproud said.

“It will make use of Northern Australia’s rich resources, strengthening key local industries and export markets to provide a real boon to our economy now and well into the future.”

Minister for Defence Industry, Minister for Science and Technology, Melissa Price said the Government’s financial support for this project will unlock game-changing benefits, particularly for employment and business opportunities in the Gascoyne, Carnarvon and Meekatharra regions.

“This project will support a range of new employment and business opportunities in the area, including for Indigenous communities,” Ms Price said.

“It has never been more vital to back local jobs and economic stimulus, which is why we are continuing to finance projects like this right across our North through the NAIF.”

Special Envoy for Northern Australia Senator Susan McDonald said the project will involve the development, construction, mining, and processing operations to produce 15,000 tonnes of the valuable Mixed Rare Earth Carbonate each year.

 “The Hastings Yangibana Rare Earth Minerals Project delivers on a range of key Australian Government priorities, supporting both the critical minerals industry and our Northern Australia economic development agenda,” Senator McDonald.

 “The project will be transformational for businesses and communities alike, and I can’t wait to see shovels hitting the ground and this project supporting jobs.”

 NAIF Acting CEO Amanda Copping said NAIF has a strong track record in supporting projects that bring economic growth to Northern Australia.

“The NAIF has already committed over $3.2 billion to finance projects with an estimated total capital value of $6.6 billion and support for over 11,000 jobs,” Ms Copping said.

“The NAIF will continue to be one of the Government’s critical levers to drive economic development and jobs in our North, and we are pleased that this latest loan will help do exactly that for the Gascoyne and surrounding regions.”

Government Awards Major Project Status to WA Urea Fertiliser

The Morrison Government is supporting the development of a urea manufacturing facility in regional Western Australia, which is expected to bring hundreds of jobs and benefits right along the supply chain.

 Strike Energy Limited has been granted Major Project Status for Project Haber, its $3 billion urea manufacturing facility in the Narngulu Industrial Area, near Geraldton, Western Australia.

The project will produce up to 1.4 million tonnes per annum of urea from clean hydrogen and natural gas. Urea is the most commonly used solid nitrogen fertiliser, and Australia is almost completely dependent on imports of urea to support the nation’s agricultural sector. Strike Energy is developing Project Haber to provide lower cost, lower carbon emissions fertiliser to Australian farmers.

 Minister for Industry, Energy and Emissions Reduction Angus Taylor said the project was estimated to support 1,135 full-time jobs each year during the three-year construction phase and 300 full-time jobs per year over its 30-year life.

“Strike Energy’s project has enormous potential for job creation and emissions reduction through embracing new technologies and onshore manufacturing,” Minister Taylor said.

“The facility has the potential to deliver significant emissions reduction to Australia’s urea manufacturing sector through the use of advanced ammonia and gas processing technology, as well as dedicated clean hydrogen.

“It also aims to reduce the reliance of Australian farmers on international supply chains to enhance our food security, given more than 90 per cent of urea is currently imported.”

Minister for Resources and Water Keith Pitt said Strike Energy intended to also establish a regional skills centre for downstream manufacturing to train locals in operations and maintenance.

 “This is a great step forward in skilling up people for jobs in regional areas,” Minister Pitt said.

“I look forward to watching this development energise this region throughout the supply chain, as well as in the local manufacturing and farming sectors.”

Member for Durack Melissa Price said the project would create hundreds jobs in the Mid-West region for up to 30 years.

“This investment is about backing local jobs and creating career opportunities to support this part of regional WA for decades to come,” Minister Price said.

Strike Energy Managing Director Stuart Nicholls welcomed the Australian Government’s support for Project Haber.

“Australia has one of the world’s greatest endowments of natural resources, whether that is gas, wind, solar or geothermal energy. At Strike we believe we should maximise the benefit of those resources for the nation by adding value to them here,” Mr Nicholls said.

“By re-domesticating urea manufacturing in WA’s Mid West, Strike’s Project Haber will create regional jobs, incubate WA’s hydrogen economy whilst making our agriculture sector more competitive and carbon efficient.”  

Projects awarded Major Project Status have access to extra support from the Major Projects Facilitation Agency, including being provided with a single entry point for Australian Government approvals, project support and coordination.

A Dose of Good Health for Durack

The Morrison Government has today invested more than $5 million to boost training opportunities in rural and remote Western Australia for up-and-coming nurses and allied health professionals.

Federal Member for Durack, The Hon. Melissa Price MP said the $5 million investment will boost student training in allied health and aged care careers and provide increased access to care for rural and remote patients in WA.

“I continue to work hard every day to improve access to high quality regional education. Opportunities like this Morrison Government investment is another great example and outcome for health care and aged care training and employment in Durack, through the Rural Health Multidisciplinary Training (RHMT) program,” Ms Price said.

“This announcement for Carnarvon, Roebourne and the surrounding remote Aboriginal communities of Cheeditha and Mingullatharndo will greatly benefit those areas directly, but it will also provide more health workers right across rural and remote WA. The recent opening of Carnarvon’s new aged care facility Gnullingoo Mia, will provide the ideal environment for students to learn on the job,” she said.

Ms Price said the funding includes:

  • A grant of close to $2.2 million to create the Roebourne Remote Health and Social Care Training Hub to increase allied health, social care and nursing student training opportunities in Roebourne and the surrounding Aboriginal communities of Cheeditha and Mingullatharndo; and

  • A grant of nearly $3 million to establish the Western Australian Centre for Rural Health Aged Care Training Program in Carnarvon.

Federal Regional Health Minister, Dr David Gillespie said research shows that health and medicine students who train in the regions are more likely to stay and practice there once qualified.

“As a former regional doctor, I know this is true, which is why the Coalition Government is investing heavily in increasing rural training opportunities to further boost our regional and rural workforce,” Dr Gillespie said.

Partnering with the WA Country Health Service, and the University of Western Australia will develop placement programs for nursing and a broad range of allied health disciplines with the overall aim of addressing workforce issues and gaps in services.

Priority Projects Kickstart the year in Durack

The Morrison Government is investing in regional priority projects across Durack supporting local jobs, businesses and the resilience of local economies to help communities bounce back from the COVID-19 pandemic.

The Federal Member for Durack, the Hon. Melissa Price said the exciting developments planned for Durack have been made possible under the latest funding round of the Morrison Government’s $2.5 billion Local Roads and Community Infrastructure (LRCI) program.

“I work closely with many of the shires and local government organisations throughout Durack and I know the 14 organisations who have received approvals in the latest round of LRCI grants will undertake some important projects to increase the liveability and safety in their communities,” Ms Price said.

“I am proud of the ongoing financial support my government has prioritised to support safe roads across Durack shires and it is very pleasing to see that the City of Greater Geraldton has received $2.6 million for six culvert and floodway renewal projects while funding to the Shire of Gingin will assist some gravel road resheeting,” she said.

This funding is flowing under the third phase of the LRCI program to local councils across Australia to improve their local road networks and deliver priority community infrastructure projects building on the $1.5 billion already approved to deliver more than 6,100 projects nationwide under the first two phases of this program.

“This program is having a significant impact across Durack, not only delivering upgrades to local roads, but other important projects like security cameras, community halls, playgrounds, parks and sports facilities, as well as improved accessibility to public facilities,” Ms Price said.
